The PPX license includes an unlimited number of Weblink only retrieval connections per LF server processor. There is also a PPX2 license for dual processor servers and PPMX license for multiprocessor servers. There is a utility you can download to check the processor count of the LF server, you can find this at https://support.laserfiche.com/KB/1012643

Users connecting through the public portal license will share a pool of concurrent licenses.

Suppose a Laserfiche Server has 3 physical processors, and the customer is licenses for PPX2. in this case, weblink will only use 2 processors of the server or it will not work at all and cannot be configured??

If the Laserfiche server detects more CPUs than are present in the license file, the public portal license will not be available. The server will start up and run normally otherwise.

so public portal will not work.

Correct. The public portal processor check is all or nothing, it will not use partial processors. You would need a multi-processor public portal license in that case. Named users would be able to connect as normal, but public portal sessions would not work.
