Outlook Add-in continues to be disabled

I have a user who is having problems with the outlook add-in remaining active.  She was originally running Office 2k13, but we have since downgraded her to 2010, but the problem remains.  I have checked the registry entry referenced below, and the 'LoadBehavior' key is always set to 3.  I am able to activate the add-in and it works, but when outlook is restarted, it is disabled.  Has anyone else experienced this?

Since then have you upgraded to 9.2.1?

We are experiencing the same issue with the Outlook add-in, running 9.2.1.
