Instead of having the users delete the documents, you can set up a folder in Laserfiche to be a holding place for the documents until you can verify that they are ready to be deleted.  You can even set up a workflow to automatically delete documents that have been in this new folder for longer than a specified time period.  This would work around your need to have workflow look in the recycle bin and prevent any documents from being deleted accidentally.

Has the document been deleted or just moved to the recycle bin?

Just moved to the recycle bin, consider that this action triggers the workflow.

There are no built-in activity to recover documents from the recycle bin, but you can write a script. What are you actually trying to do? If the workflow starts when the document is deleted and it recovers the document, wouldn't it look to the user like they can't delete anything? Wouldn't it be easier to just take away their rights to delete documents?

The user must delete the documents, but the removal of documents shall be subject to there being no dependency relationships between documents and is trying to develop in the workflow.

Thanks for the suggestion, I think this will be the way to go.
If I find another solution tell them.
