If your question is about Forms Portal, that's something that you'd activate for a specific Forms Server and not a separate component. You are responsible for ensuring that the Forms Server is deployed in an area (like the DMZ) where the appropriate audience can access it.
If I understand your question correctly you are wanting to know if the public portal includes a website that the public can use to access the forms or if the customer will have to create one themselves? If that's your question, Forms allows you to embed an LF Form in an existing website or just provide a link to access it without it being embedded. That being said, you would have to have an outward facing domain for the public to access.
