Why does a .url shortcut warn about changes not being saved when different users click on it inside the client?

I have a client that has a .url link to their forms login page inside their repository. 

 

This document is not under version control and everyone is able to read and browse it, so no one should be editing it in the first place.

 

Why are these users getting this message reported to them?

Laserfiche is most likely treating it as an electronic document and this sounds like an error I've gotten before when Laserfiche couldn't directly modify the file in the repository. The intent isn't to modify the file, but when you open it up Laserfiche is just returning a copy of the file and invoking the local shell handler. Once the handling application takes the file, Laserfiche has no guarantee of what happens to it. I believe that's what the warning is indicating.
