The attribute that controls this is [Settings]LockDisplay. If you add it to the Everyone group and set its value to 'Yes', every user's document viewer display will be locked. They will not be able to move panes around or close them. They can still unlock their own display if they need to (and know how) but if your goal is to prevent accidents then this should do the job.
