Variables are specific to each business process.  Since this email spans the entire system (in other words, the email can be sent out regardless of which business process is running), Forms has no way of verifying that the variable exists in the business process.  This means that you aren't currently able to use variables in your template emails.  That's a really cool idea though and the Forms team may be implementing something similar in a future release.
