We don't expect either date to be in the foreseeable future.

I believe we just end-of-lifed version 6 at the turn of the year, so you're probably safe for 8.3 for quite a while.

Is there a planned end-of-life for Version 7?

I haven't heard of any plans so far (although that doesn't necessarily mean anything). I'd be  a bit surprised if it was right away though, given how long it was the current version after 6.

Something to keep in mind is that issues found in 8.3 are generally not released as hotfixes or patches. Instead, they are rolled into the next version(s) (AKA, 9.x). I have a number of issues that I would have preferred to have fixed in 8.3, but I have been told many times that the fixes are in 9.x.

This is the primary downside to the rapid development cycles Laserfiche has adopted.

All that said, if I had to choose, I'd choose the rapid/agile development we're seeing from Laserfiche.

That's a very good point - I guess I was talking in terms of working with support, but it's true we generally try to limit fixes to the current (and perhaps one prior) versions, unless it's a very critical and widespread issue.
