Using Hosted Email going through SMTP relay that does not require activation

So we're using the following scenario above for our email (we are using the Hosted Exchange from Microsoft).  I want to know if Workflow supports this type of setup for sending emails because when I try to configure the Workflow Email Server, I continue to get an error message that just says "Failure sending email" when I test it from within the Workflow Configuration Manager.

You most likely need to enable SMTP relaying. When you users are using outlook that are not using SMTP but exchange's own protocols.

I am in the same situation and would like to get email capability restored.  The link provided does not work anymore.
