"Ask your question here" Not Showing with IE11

Using IE 11, the "Ask your question here" field does not show at the bottom of the page to post a question.

Hi

In Firefox 35.0.1 "Ask a question" is inoperative. In IE 8.0 as well but I know this is an old version.

I had to hijack this thread to ask for a solution...

Apparently I cannot attach files either... so no Print Screen image...
