In Forms 9.1, we're introducing a new user type, called a participant, that is appropriate when users need to authenticate to forms to participate in business processes, but don't need to administer those processes. This new user type comes with a new participant license that provides an alternative to full named user licenses for users who will participate in, but not administer, processes.
