Hi Dory,
What you've described is all stuff that can be accomplished by Laserfiche software, but the scale you're talking about is pretty impressive. With 4000 offices, and each one receiving about 500 documents daily, that's 2 million documents you're trying to replicate every day. That's going to take a long time and cause a serious hit to performance under even the best circumstances. If these ID documents are large files, it's possible that there may just not be enough time in the day to transfer all of them!
Whether or not you'll be able to build out this system is going to depend almost entirely on your hardware, the network speed, and the types of documents you're working with. I'd recommend trying some smaller scale testing to get an idea of whether or not you'll be able to meet the needs of this client. I suspect that, as described, this system is going to have some difficulty. Perhaps you could make some modifications to the requirements. For example, rather than replicating an entire document, what if you just wrote the metadata values to a central SQL table? Or what if, rather than having a single, central repository, you had several different repositories that documents were replicated into?
In short: everything you've described is supported by Laserfiche, but I can't say whether or not it's realistically possible. You'll need to determine that yourself!
