Why aren't global rules visible from other project spaces?

Global means it is available anywhere in the world, or in programmer terms; from any function. So therefore why can't I access global rules from workflows and BPs in other workspaces?

Go to the Project and click Details next to Project Resource Access:

 

You can selelct what you want to allow Global Resources to.

Yes they are all defaulted to deny keeping the project limited to what is in that project space.

For some reason we can't see rules in the same project space and I can't figure that one out.
