Convert images uploaded by Forms to grayscale - How can this be done?

I'm creating a new Forms process for uploading receipt images people take with their phones. The photo quality is often too poor to convert to black and white. As is, even on a slow month I'm expecting 10K full color images from phones/tablets. These are not computer literate people, and there's over a thousand of them, so I need something that doesn't rely on them editing the images themselves.

I've done some experiments using ImageMagick to convert volume image files, but it did not work, I may be asked to encrypt all volume folders at some point, and I've had terrible experiences with people messing with volumes. 

I'm going to move the customer to 12, and I don't know all the new features, so I may be overlooking something.

A project I worked on saved Forms Uploads to a drive and thoroughly scrubbed for viruses before being saved to the repository, but it required a LOT of custom programming. It was done in 10.4 before save to disk was a feature. 

Is it possible to have Forms 12 uploads save to disk, and then delay sending those images to the repository until a tool like ImageMagick can convert the images to grayscale? 

FEATURE REQUEST: Please allow us to do grayscale conversions with either QF or Workflow or best of all Forms Save to Repository.

It is mentioned that at least one VAR has workflow add-ons that might be able to achieve this.
