Surveys don't exist in self-hosted. You could create a forms process for someone that doesn't have developer rights and give them access to develop for that specific process. This would allow them to build a form, but it would also allow them to build an entire process. You could give that process limited access with a repository profile to save documents, but you couldn't stop that process from attempting to call workflows.
