v12 Forms repository user cannot login to set generate pages

I have an environment that was installed as v12. I cannot login to the repository with that user. I need to set that user to generate pages so documents getting saved from Forms automatically generate pages. This Forms user is set to Repository Named user = False as per best practices.

I have another environment where we upgraded to v12 from v11. I have an identical Forms user that can log into the repository fine. 

I exported the attributes from the one that can login and imported them to the one that can't. It still cannot log in but is CAN generate pages, which was included in the attributes.

The default without importing attributes is grayed out. This is on a different user than Forms_GenPgs:


Is this how a fresh install of v12 is intended to behave? Thank you in advance everyone!!

Yes, the "subset" is grayed out when there are not subsets to show. There are no preset attributes for new users. 

You can import the attribute from another user or you can create it using the Add button.

Thanks Miruna! Yes that matches my scenario. What about the piece about the login?
In a fresh install of version 12 should new Repository Named user (pic above) be able to sign in? Given that an upgraded version 12 can sign in. That is really the purpose of my post here. Thanks so much!
