We discovered this issue about a month ago. We ended up giving the user access to Monitor the process and download the report from there. Unfortunately that means the user will get Process Admin access as well, since there is no way to separate the two access.
Are you building your processes in a project? Or are you building them in global?
If you are using a project, you can add them to the external access from the project settings.
If you are using global, you have to allow the user access to process automation and you can give them the Process Manager access right. This does give them access to report on everything in global, but does not give them the ability to delete anything.
As a follow up, we are currently working on two features that would enable what you want. The first one is scheduling reports which lets you save a report or its data to the repository to share internally.
The second is more involved but is focused on making security in PA simpler and able to be configured how you need it. We're still in discovery for this one and I'd love to have a quick discussion with each of you on your needs.
You have to open each Business process that you want them to run the report on and grant them Business Managers so they can view instances and generate reports.
