after a user submits a form, another user reviews the form, but needs further information, how can I send them a form with the previously submitted data?

After an applicant (no lf license) submits a form, another user(has a lf license) reviews the form, but needs further information, how can I send them a form with the previously submitted data? Is there a Resume ID link to a "saved draft" that can be used to send them the original form?

You can do this by sending the original user a unique url link that will use data to repopulate the form from SQL. You will have to store the values in SQL either for each field or using a JavaScript that collects the data of every field in a multiline field. If you go to Solution Marketplace search for: Repopulate Form Data for External Users. I shared a process that will allow this that you can follow to format this.
