Cloud - Saved jpgs in form as electronic document

I need to be able to use Workflow tasks on pictures that are saved into the repository on form in a business process. When I try to use the task Download Electronic Document, I get an error "Does not have an attached electronic document". I can manually download and import the file then it works, but need to have this automated and can't find a way to do it.

If Cloud works similarly to on-prem then your user's file conversion settings in your new document options are probably not converting the pictures to document images, but the forms user is configured to convert the picture to a document image.
