Using Same Field in Lookup Rules

I have a field for Vendor Position Title. It needs to show when "request type" is "new request" AND "do you have a candidate in mind" is "No" OR "Click this box for Orano system" is "Yes". This is what I did, but I get an error.

Is there a way I can do this under one rule?

You could create a hidden single line text field that uses a formula to set it as "True" when Request Type is New Request and Candidate is No, which will allow you to reference that field in rule #3 in your screenshot.
