Yes, you can.  The problem is that the tokens needed are not visible in the designer.  You can see them when you execute a "Track Tokens" for all.  The rule is referenced by name.  When you publish the workflow you'll get an error saying that the token doesn't exist, but it works because the token exists at run time.  The token is called rulename.
