forms submission restricted

I want to restrict an initial forms submission to two users, but there are several other participants that need access later on in the process. If I give them (later participants) access rights as a submitter, they see the process in the "Start Process" area. is there a way to restrict this?

You can assign a user task to a user that doesn't have access rights as a submitter. Meaning you do not need to give them access rights in order to assign a later step to them, and you can get around this by only allowing the two initial users access to the form. Does that help?

I've tried that in the past, but they couldn't access their assigned step. It was quite a few versions ago, so maybe we'll try it again.
