LF 12 Installer INST-1038 Error connecting to Directory Server

I am getting this error on the product activation page of the latest Version 12 installer. Screenshot below. If I open the old Version 12 installer from our last install and connect to Directory Server it works just fine, right on the same box. Only the latest one throws this error.

Here is the older installer working without issue

Could you try using the FQDN of the Directory Server instance rather than localhost? Make sure there's a valid certificate bound to the LFDS 5049 HTTPS port. The newer installer build may be checking connectivity with https port.

Tried the FQDN as well as the exact IP address and no go, but then I found I can just click cancel and run the upgrade anyways. The wizard just prompts to connect to LFDS and it has no problem connecting as usual. Not sure what this extra pop-up is before you actually click install but it doesn't seem to be working correctly as everything I entered was a valid endpoint for the DS server.
