Proceed to next step after completion of start event

I am trying to fix some stuck processes for a client. They finished the start event but will not follow the path to the next task. I tried skip and retry, both say that it is not available for selected instances. This seems to be a problem the occurs when you start processes after reaching your licensed limit with Microsoft for the maximum SQL database size, even after you clear the space up and restart the routing service.

Is there any error log on the server?

Is this the only one instance being affected?

If you would like to resume this instance, could you please open a support ticket so we could provide sql script to fix the instance?
