If a logged in user tries to access a public draft they get the message below until they log out. It would be best if anyone could access a public draft, especially since it is so easy to accidentally create a public draft. You can see the prompt for a password and realize your logged out when saving the draft but by that time you already did all the work so they will often just create it as a public draft anyways.

Then they have to log out anytime they need to access it.
