Not if you can change the field. It does not matter who enters yes into the field, it should re-evaluate the condition after every change with a new time stamp.
It seems unlikely that your subscriber is down as it was just working earlier in the day.
So maybe try one more time. Entering "yes" into the filed and making sure to save and close the file. After verifying the last modified date on the document is updated, refresh your workflow history and check the conditions tab.
You have to manually refresh in the Workflow Designer using F5 just like with a web browser to see updated information.

The last status shows the field is empty.
Do you mean that your making changes to the field after 6:12pm and your not seeing these changes being added to the condition tab?
yes, the change made is not reflected in the workflow.
Although there is an access right on the field, some users cannot read, create, or edit some fields. Do you think that is what is causing the changes to not reflect?
