new forms designer hide save as draft button

A customer has a form that they want to hide/disable the Submit and the Save as Draft buttons under certain conditions.  I can find the "Action Buton: Submit" in the Field Rules, but I do not find anything for the "Save As Draft" to allow for the button to be hidden or disabled.  How can we hide or disable the "Save as Draft" button?
