Issue using checkbox with exclusive gateway

I need the form to go to one or more routes based on the checkbox.
HR, FA, BO, STU

It works fine if only one is checked. As soon as I check more than one it only goes one direction not both.

How do I get it to go both directions?

You need to use an Inclusive gateway. Exclusive gateways only support one outflow path.

I had tried that also. I just tried again and it still does not work.

For example my current test was STU and BO it only sent to one email task not both emails.

I am not sure what I am doing wrong.

I took of the default. Now it works. Thanks
