Workflow does not have page generation capabilities. You can generate pages at import time in the web or Windows clients or Import Agent. You can use Quick Fields to generate pages for documents already in the repository.
Do you have a link for documentation on how to set Quick Fields up for Cloud, and how it works? Wondering how to use it and if it's possible to have a monitored folder that generates pages from PDF files/converts to TIFF format for a large volume of legacy files in our repository.

Specific to connecting to Laserfiche Cloud, you'll want to create a service principal and use that for logging into the repository in the Quick Fields session. See this page on how you connect to the repository from Quick Fields.
