Is there a way to disable the password requirement for saving a draft?

When a public user wishes to save a draft and is on the screen to enter an email and password in order to access the draft, is it possible to remove the password requirement?

No, there is not. If you did though, anyone could type in an email address and access anyone's drafts. Depending on the information being entered, that would not be very secure.
