Technically, you can manually edit the status of an instance in the Forms DB, but this is not advised.  However, changing the status manually from Cancelled/Completed to In Progress, will not make the form accessible again.  Once the form is stopped, it is stopped.  You can use activities in workflow to retrieve data if tasks were missed in the BP.
