I have a couple servers reboot automatically once a week to reclaim memory, but there are a couple services that sometimes don't start right up even though they are set to 'automatic'.  I resolved this by double-clicking the service, going to the 'Recovery' tab, setting the 'first failure' dropdown to 'Restart the Service' and then setting the 'Restart service after' field to 1 minute.  This way, if the service fails to start up when the server reboots, it will start it after 1 minute passes.  I didn't have the need to setup the subsequent failures boxes because this has always worked.  Hope this helps!
