Laserfiche Server 11 should have installed ODBC Driver for SQL Server 17 as an installation prerequisite. However, it is possible to skip the pre-reqs, or the ODBC driver may have been uninstalled afterward for some reason.
I recommend downloading the latest ODBC Driver for SQL Server 17 (x64) from Microsoft, installing it on the server, and retrying creating a repository. The Microsoft link is below. Make sure you get v17 (x64).

Thanks Sameul. Indeed, Laserfiche installed the ODBC Server 17 Driver.
I have configured the ODBC system DSN and connection has been established.
