can't delete a folder with full effective rights

I have a cloud user with full effective rights to a folder, and the delete feature right, and a read/write license, but is getting Access denied. [9013] trying to delete the folder. What's the next step in troubleshooting this issue in the cloud? As far as I'm aware there aren't any volume rights to consider. There's no template assigned to the folder either. Thanks!

Update to the post - a mix of a folder that had removed inherited rights inside the main folder and a security tag the account didn't have access to were the issues. Hope this helps someone else!
