File set causes Workflow service task to error out when there is no upload?

I am trying to pass the Entry IDs in the file set as an input parameter in a workflow but when the file set is empty, I get the following error:


The workflow service task encountered an issue. [LFF5210-WFGeneric]

 

The file set is not required.
