When viewing a .PDF file that was saved to the Repo through the Save to Repository Service Task, I do not have the ability to annotate.  The annotate option is missing from the toolbar and info bar:

However, when viewing a .TIFF file, the annotate option is visible.

How do I get annotations to be visible on PDF files?  The security rights are identical between the files and I have full edit access to both.  I've tried performing OCR on the .PDF, but that did not fix it.
