It appears that the Import Services instructions are out of date and still reference signing in with a Windows Live account. Is there a newer set of instructions for this process? I have most of it figured out but am stuck after granting the app permissions once I provide my credentials. The login.microsoftonline.com page gives the error "We couldn't sign you in. Please try again.".

If so, I'm not aware of a newer set of instructions somewhere else.
The best thing you can do is submit a documentation feedback form by scrolling to the bottom of the page and selecting the "Was this page helpful?" -> "No" button. The feedback forms go straight to the team responsible for the documentation page.
I use the docs feedback form myself all the time because it's honestly more efficient than looking up who owns a given page on our internal wiki and sending them a Teams message.
