I am probably missing it but I can't seem to find a good spot for information/documentation on the Workflow API.  This would be for on prem but we have a scenario where another system wants to make an API call.  It would be best if they could simply call the API with parameters and the result would be a workflow that kicks off with those parameters.  We can of course build the workflow but essentially starting a workflow with parameters is what we are looking to do.  I can't quite seem to find a good spot for that info.
