Action History showing for some educational license users and not showing for others

Has anyone encountered a situation where users with identical license levels experience discrepancies in accessing action history?

I've noticed that some users with educational licenses are unable to view action history on their forms, while others can in the same business process. Could this be a potential bug or configuration issue?

 We have an on-premises setup and are on Laserfiche Forms Professional Version 11.0.2201.20436.

Turns out it was this box down in 'Access Rights' that I was getting complaints for several forms. But I think the user was conflating similarly named approvals, and I forgot this was here. Unchecked and it resolved.
