This would be very helpful for testing and troubleshooting when you have a form with a lot of rules. If sorting by the type of rule (validate, show, hide, disable, etc) could be added too that would be great.

When you want to do this, are you typically on the form with the rules on the right pane? Or going directly to the lookup/field rules pages?
Would probably want both but the UI space may limit some of the feature availability

Interesting, that's good to know. We can definitely add it there, I think the filter/sort would be constrained to this page as well. The disable all we should be able to put on the form itself.
If you had 1 rule disabled already and 2+ rules enabled and you clicked disable all. When you re-enabled them would you expect it to go back to 1 rule being disabled and the 2+ rules being enabled? Or all 3 being enabled?
That is a good question and probably gets us in the rabbit hole of just having a Testing Mode for things like that so you don't lose work the original work. I would not want all my fields to change as I work with several fields that have over 100 field rules. I think having an all or nothing would be better with the knowledge that will change all rules.
The filter on the Field Rule page is where I was hoping it would be. If the filter could also be used for the disable/enable all so you could select the type of rules. Most of the time I just want to test all the show/hide, not the validates.
I guess it would depend on how it was labeled. If it is "disable all" or "enable all" I would expect it to do as it says.
That does bring up an interesting point though and an interesting idea. Could you create rule profiles where a user could save any combination of rules to be enabled or disabled? By default, there could be one for disable all and enable all, but it would allow the user to mix and match as needed and easily get back to the settings they previously had.
@████████'s idea would probably be the best way to do it. if its filtered, enable/disable all would only act on the filtered items. I had an idea a few months back that I got side tracked on, but I wanted to provide the ability to name rules. Maybe I could tie that into filtering as well so you could name related rules and filter based on a string search
If you do that, I would add a tooltip that explains that's how it works or something similar.
