Cloud Business Automation - My rules are getting created in the global workspace and no way to fix it

I am trying to create new rules and I am in my project workspace while doing so, but they keep getting created in the global space. The global workspace is acting like a local workspace and not making it's objects accessible to other workspaces, so I need the objects in my workspace.

I can't find any way to move the rules back to the correct workspace either.

Can you clarify what type of rule you are creating?
