Cloud Rules - Where is the Rule Type field in the configuration?

I am getting a message preventing publishing a workflow that the rule type must be specified. But I do not see any field labeled as Type in the configuration. What am I missing?

To me it looks like you didn't configure the Where fields in your rules. They should show up as Input parameters in your workflow so you can provide the matching requirements

I don't have any input parameters on this rule. This morning I came back in to the workflow and it published without the error. I have no idea what happened.

That's weird. 

The "test" button worked fine without an input value but adding an input value resolved the error when the workflow ran.
