How to format Table Field Merge to create Avery Label sheet for mailing labels?

I'm trying to take data and populate an Avery 8160 Word template with address from a mailing list.  It is easy to get the table data, but I cannot get the data to sequentially fill each box with the different addresses.  Every way I try, I either get all 3 columns of the same address, or all the data in the first column and first row.

My workaround may be to populate a form that has all the fields perfectly spaced and then generate a pdf to print, but that seems clumsy and time consuming to build.

Any ideas out there on how to put the merge fields on a word document to accomplish this?

Is there a reason you aren't just using the Word template that is available from Avery and do the mail merge directly in Word? It sounds like you might have a specific use case for what you're doing, so I'm curious what it involves.

I am using their template, but populating it with Workflow is the hurdle I am trying to overcome.  The Table Merge field lends itself to moving row by row and the avery template needs to move address block by address block.

The goal is to 1 click a business process to create a word document (avery label sheet) in the users work are in LF that they can open and print.

Easy use case is pulling a list of customers from a CRM or accounting system to create labels for Christmas cards.
