Why are we unable to add individual Business Processes to the tool bar in the Web Client?

We have been unable to add individual BP's to the tool bar in the web client.  The logged-in user has access to all of our Business Processes, but the only way to get to them is to open a separate dialogue.  Many of our users are used to having access to certain BP's with a quick-access button, so adding extra steps and training them on it isn't ideal.

An old Answers post shows that it was theoretically possible in LF 10.2:

 

As it stands, however, here is a screenshot showing that none of our BP's appear when I attempt to expand:

 

Our current workaround is to import the buttons directly onto the user's profile, for which we need to edit XML and know the Business Process ID (see related question HERE).  However, I always try to address such issues at least once rather than just quietly using workarounds indefinitely.  Does anyone have any idea on this?  Is this set up this way intentionally, is something broken, do we have a configuration issue, or something else?  Thoughts?

I think the trick is that it's the Business Processes that a user has marked as "favorite" that show up in the context menu, and the context menu is the gateway to the toolbar.

Is there a reason why it's only ones that are favorited instead of ones that they have access to?

I am able to add them using Web Client 11.
