I would start by reviewing the Oracle Integration Repository and identify the integration points you would want to use in Oracle EBS.  Once you find those, you'll want to identify a connectivity method that will work with Laserfiche, like a REST API.  Then you can model a process within Laserfiche, for instance, a workflow that makes a web request call to Oracle EBS when a new document is added to a specific Laserfiche repository.  I know this is very high level, but hopefully it gives you a general idea.  There are always multiple ways to accomplish your integration goals, so I'd try to find the easiest path with the resources you have available to you first.  Good luck!
