We have two users that are having consistent issues importing to Laserfiche. When the drag a file in the dialog box pops up offscreen. In both cases the users are on laptops connected to external monitors. When they unplug the external monitors it forces the dialog box back onto the laptop screen.

I'm sorry to hear two of your users are having trouble with the UI during imports.
For future note, it's very helpful if you include the specific application(s) and version number(s) when asking about an issue you're seeing. This information enables others to attempt to reproduce the issue in the same application(s) and version(s), as well as check if any fixes are available for them.
In any event, I assume you're talking about the Laserfiche Windows (thick) Client here. In some quick testing on my own Windows 10 machine with Laserfiche Client 11.0.2103.223, I found that when dragging-and-dropping a file in, the Import dialog always appears near the center of the "main display" configured in Windows.
This implies the two users do not have the Laserfiche Client up on the screen as their "main display". If they want to change the behavior, they can make the screen where Laserfiche is their main display.
