You can use  Laserfiche Workflow to track the billing cycle information in a SQL table, then have Workflow email the customer on their billing date. As for processing the payment automatically, you may have to look into a payment gateway and leverage their API. I believe the integration with Authorize.net and Braintree only support one-time payments (I may be wrong about this, it's been awhile).
