If you are talking about the Email button below, when you click it, the default value in the dialog is the current user's email.
If you type emails manually, it is a one-time operation. Forms will send the form to recipients you entered. But Forms will not save the emails you entered anywhere in Forms database.

I am not sure if I understand your question correctly so I apologize in advance if I misunderstood. The email address associated with the submitter's Forms account can be found under the Account page in Forms:
Depending on your configuration , this value may be read-only as it is being pulled from LFDS/AD.
Apologies for my poor description. The "On Event Completion" tab for the forms (Process Diagram) submission green circle has an "Email Form" checkbox. If checked the Thank You page displayed to the submitter (after submitting) allows them to type in an email address for a copy of the form to be emailed to them. I'm trying to figure out where that information is logged (forms database?) if at all.
