Workflow find entries returning partial results

I have a workflow that is finding 2 out of 9 folders within the find entries result from the starting entry ID.

I am unable to identify why it is returning partial list of folders.

Have you checked security for the user specified in the connection profile to verify it can see all 9 folders?

Yes, it can see all folders.

For more information: I am copying a folder with 9 subfolders into a new location, which triggers a starting rule for this workflow.

Is it possible that your workflow starts on the parent folder before all subfolders are in place? Try comparing the start time for Find Entries with the creation time of the subfolders.

If the access rights check out, then something else must be going on. Maybe confirm that the other 7 are folders and not folder shortcuts?
