Lookup rules work in online mode but not Offline mode in LF mobile

I have a really simple form that for some reason when I try and fill it out in offline mode, some, not all, of the lookup rules don't work. I have managed to fix 1 of these weird lookups by doing some data manipulation, but now the technique I used is not working on another field. 

I have no idea how to even troubleshoot this. Why would a lookup work in the normal mode but not in Offline? Especially since other lookups do work in offline mode. Any help would be great. 

Just FYI, this is a classic form, not the new designer.

Is the datasource listed in Forms Administration configured for Offline Lookup Tables? Is the table used for the lookup in question listed in the Offline Lookup Tables?

Absolutely. I think it has something to do with the data that is stored in the offline table. I think this because if I configure the lookup rule with no condition, it will list the values. As soon as I add a condition, the lookup fails. I have tried so many different combinations of data types in the data source and the fields with no luck. 

In one of my web platforms, I can see the SQL statement that is ran during these lookups, but this mobile app is keeping so much of this valuable information hidden. I wish I could see the statement and what values are being passed or at least what values are stored in the local DB of the app to ensure they are valid. 

Any other ideas on what I can do?
